Is India's AVGC-XR sector actually booming in 2026?

Short answer: Investment and policy are booming, while revenue is only stabilising. FICCI-EY's 2026 report shows animation and VFX grew just 1.6% in 2025, after a sharp fall the year before. It projects about 10% annual growth for the segment, from ₹105 billion in 2025 to ₹138 billion by 2028. Today's announcements are bets on that recovery, not proof of it. AnimationXpress

The 2024 reset was steep. The animation, VFX and post-production segment contracted 9% to ₹103 billion, VFX fell 14%, and global VFX production volumes dropped 10%. The 2026 report describes what followed. VFX work was re-priced, with fewer premium builds, leaner pipelines and shorter delivery windows. Technicolor's 2025 shutdown displaced up to 2,000 professionals in Bengaluru. Animation alone fell 6% to ₹27 billion. Games took a separate hit. Video games revenue fell 17% after the money-gaming ban that took effect in August 2025, even as in-app purchases rose 15%. The wider industry is healthy: media and entertainment grew 9% to ₹2.78 trillion in 2025, with ₹3.3 trillion expected by 2028. FICCIEY

Our reading: India's AVGC-XR sector is running at two speeds. Global studios are building capacity, while domestic animation and VFX revenue has barely moved. Studios and institutions that use that gap to specialise will do better than those waiting for volume to return.

Are international VFX studios really moving to India, and is this new?

Short answer: Yes, but it isn't new. Digital Domain opened in Hyderabad in 2017 and Ghost VFX announced Pune in 2022. 2026 added Netflix's Eyeline Studios in Hyderabad and Rodeo FX in Bengaluru. The consistent pattern is global studios adding Indian capacity to serve global pipelines.

Three details matter more than the square footage.

These are pipeline extensions, not domestic bets. Netflix describes India as a core part of its worldwide production pipelines. Work here feeds foreign productions. screenglobalproduction

"Indian-rooted" is nuanced. ReDefine, credited on Fighter, was launched by DNEG in 2019 as a separate company. It now runs 16 studios across India, North America and Europe. Much of India's strongest VFX capacity now sits inside global networks. dneg3dvf

Labour risk is real. Cartoon Brew noted questions about Mikros's return to India after the Technicolor shutdown left hundreds of artists unpaid. Rodeo FX says it is a separate entity, entering as a long-term partner, and has already hired more than 50 artists. Talent should ask how stable a studio's funding is before joining. cartoonbrew

For independent Indian studios, competing on price alone against these facilities is a weak position. The stronger positions are specialisation (XR, education, enterprise and defence visualisation), IP ownership, and secure cloud-native delivery. Netflix's hybrid-cloud facility is now the benchmark for that delivery.

What does the Online Gaming Act mean for India's game studios?

Short answer: It removes real-money games and promotes e-sports and social games. The Act was enacted in August 2025 and the Rules came into force on 1 May 2026. Studios building casual, premium, educational or e-sports titles have clearer footing, but registration infrastructure was still incomplete in mid-2026. vikaspedia

  • Scope of the ban: The law prohibits real-money games whether they rely on skill or chance. TechCrunch
  • Registration is narrower than headlines suggest. It is mandatory only for games intended as e-sports or for social games the Centre notifies. Certificates last up to 10 years, and the Authority must determine a game's category within 90 days. drishtiias
  • Implementation gap: In late June the registration form was published, but the portal to file it did not exist. MediaNama's 28 July report still found no public portal live. Check the Online Gaming Authority's site for the current status. ThePrintMEDIANAMA
  • Why the ban hurt so much: The India Gaming Report 2025 put real-money gaming at about 86% of sector revenue in 2024 ($3.2 billion of $3.7 billion). Our reading: The paying base was concentrated in a category that is now illegal. Growth has to be rebuilt on in-app purchases, subscriptions, e-sports and educational games. That is a real opening for studios that can build games for training, learning and enterprise.

How do Indian state AVGC-XR policies compare?

Short answer: Read the per-project rate and the cap, not the headline outlay. Maharashtra's figure is a multi-year programme budget. Karnataka's animation rebate and the Centre's co-production incentive are per-project entitlements with caps.

  • Maharashtra: The Cabinet approved its AVGC-XR Policy 2025 in September 2025 with a ₹3,268 crore outlay and a vision to 2050. It targets ₹50,000 crore of investment and about two lakh jobs, and cites 295-plus studios, roughly 30% of India's total. Plans include a 500-acre Film City revamp and a 120-acre media and entertainment city. The AVGC-XR Desk's analysis reports only ₹100 crore allocated this year and no per-project reimbursement rate in the Government Resolution. Our reading: An outlay is a ceiling on what a state may spend, not a promise to any studio. Studios choosing a base should model the reimbursement rate, the cap and the payment timeline for their own project size.

What did Union Budget 2026-27 change for the Orange Economy?

Short answer: It put money and a nodal agency behind AVGC education. Budget 2026-27 proposes AVGC Content Creator Labs in 15,000 secondary schools and 500 colleges, with ₹250 crore allocated.   • Institutional funding: The allocation for NFDC and the National Centre of Excellence rose to ₹35 crore, up from ₹17 crore. The Sunday Guardian
  • The ₹250 crore stretches thin. Spread across about 15,500 institutions, it works out to roughly ₹1.6 lakh each. What does Disney's AI-focused CTO hire signal?

Short answer: AI and data platforms are moving into the C-suite of the world's biggest studios. Disney announced on 18 September 2026 that Karandeep Anand will start as its first chief technology officer on 2 October, overseeing enterprise technology, infrastructure, data and AI platforms, product and engineering. The context is more complicated than the celebration. Reuters notes that Character.AI has faced legal scrutiny, including a Disney cease-and-desist letter over unauthorised use of its characters in September 2025. For Indian studios, the practical impact is on procurement. Expect questions about AI provenance, IP safety and data security from large clients, alongside price.

The labour-market pressure is nearer than the Disney story suggests. FICCI-EY's 2025 report reported industry expectations that AI would automate manual tasks like rotoscopy and compositing within one to two years. Domestic capital is moving too: Abundantia Entertainment and invideo announced a ₹100 crore AI-driven film studio, described as India's largest structured commitment to AI filmmaking so far. Where does this leave Delhi NCR and North India?

The four facility announcements above landed in Hyderabad, Pune and Bengaluru. None is in Delhi NCR. The Budget's labs are meant to reach beyond the metros, and that could help spread talent northwards. In our view, NCR has room to become a northern node for AVGC-XR talent, training, and production. What should studios, institutions and creators do now?

  1. Studios: Sell secure, cloud-native delivery and sector specialisation, not only cost. Target XR, education, enterprise and government work where global VFX houses are thin.
  2. Game developers: Design for social and e-sports categories. Check whether your title needs registration, and track the Authority's portal.
  3. Colleges and schools: Plan the lab beyond the equipment. Budget for curriculum, faculty development, industry projects and placement.
  4. Creators and students: Apply for the IICT-Netflix scholarship before 30 September. Build supervisory and AI-assisted pipeline skills alongside craft skills.
  5. Everyone: Read policy fine print for rates, caps and timelines before planning around a headline number.
